Michael Bloomberg is making a rare appearance in the Red Room in City Hall in a few minutes for a press conference to announce a deal on the affordable housing in the redevelopment of Willets Point.
City Councilman Hiram Monserrate represents the area in Queens and had been a major obstacle to the mayor's plans.
The only other time Bloomberg has attended a press conference in the Red Room was to celebrate the passage of congestion pricing.
A source briefed on the deal said the plan calls for the creation of 5,000 units of housing, 800 of which would be reserved for people making between $23,000 and $46,000.

I am simply a very normal middle class citizen of our City and feel I could do a better job than our current billionaire. I list here my initial platform.
The Environment
Restrict all scheduled truck deliveries in Manhattan to the hours from 8PM to 6AM. Trucks, not cars cause most of the pollution and traffic in Manhattan.
Eliminate all parking and standing on the South side of all streets between 57th St and 23rd Street from 8AM to 6PM to ease traffic flow East & West.
Eliminate all parking and standing Second Avenue, Fifth Avenue, Seventh Avenue and Ninth Avenue from 7AM to 9AM to ease South bound traffic, same on First, Third, Sixth and Eighth from 4PM to 6PM to ease North bound traffic.
Any vehicle violating these parking and no standing rules would be towed and impounded for a minimum of 7 days and subject to a 500.00 fine for the first offense.
Eliminate any use of automobiles by DOT enforcement personnel in Manhattan and all commercial areas in the other boroughs. The cost of the vehicles, their maintenance and repair added to the extra pollutants they spew into the air make them totally expendable.
Establish private garden areas for growth of vegetables and herbs on selected area of public parks and housing projects.
Require any automobile registered outside the five boroughs to purchase a sticker if they want to park on our streets, stickers would be issued free to residents.
Establish taxi stands throughout Manhattan and all other appropriate areas and restrict cruising taxis to only the opposite direction of traffic flow during rush hours. The amount of pollutants expelled by taxis on a daily basis is a major cause of air pollution.
The Economy
Institute through the Attorney General, Corporation Counsel or other appropriate bodies an investigation into the excesses of Wall Street and commence legal action, if warranted against any entity that has defrauded the City or its pension plans.
Place a two cent per share transfer tax on all stocks sold on the NYSE and NASDAQ.
Suspend real estate taxes for up to one year for those on Unemployment.
Stop all incentives for builders except those building low cost housing.
Convert selected housing projects to co-op or condominium ownership.
Privatize selected services including road and pothole repair.
Re-instate metered parking on Sundays.
Reduce the "hidden" taxes paid by businesses.
Offer tax incentives for small companies creating manufacturing and service industry jobs
Introduce progressive transfer tax rates on property sales for all residential properties sold for 2 million dollars or more.
EDUCATION
Support vouchers for private/parochial education.
Eliminate via attrition 25% of all Board of Education headquarters staff.
Examine use of school issued computers to replace textbooks.
Re-establish 600 type schools to remove troubled students from the general population.
Establish a SCORE (Service Corps Of Retired Executives) type group of retired professionals to offer tutoring and mentoring.
Streamline current School Construction Authority bidding procedures and institute
"Turnkey" projects in place of design & build.
Establish a New York City equivalent to the Peace Corps and exchange free tuition for a four year service to the City agreement.
GOVERNANCE
Fully support term limits for all elected officials.
Ban all lobbying of any elected official.
Offer industry competitive salary packages to attract top level management to City agencies.
Enact true “Sunshine” laws to assure government transparency.
SOCIETY
Maintain high levels of Police enforcement of quality of life abuses.
Permit both Smoking and Non-Smoking bars with strict air quality standards.
Eliminate City paid for advertising except for STD and AIDS awareness ads.
Require any sports team that uses “New York” in their name to either play in New York or pay us a use fee.
I have many other ideas which I will express if I have support. Watching the campaign of Barack Obama I believe the people of our City would welcome a change. I will reject all contributions in excess of 100.00 and be beholden only to voters.
